Prohibits the University of Hawaii Board of Regents from approving any increase in regular credit or summer session tuition fees until 2027.

Requires the University of Hawaii to submit a report to the legislature no later than twenty days before the 2018 regular legislative session addressing repair and maintenance costs and whether tuition increases through 2019-2020 are helping address the repair and maintenance backlog.

Cites concerns that tuition fees for resident full-time undergraduate students at UH Manoa have increased by approximately 3.1% (2012-2013), 5.5% (2013-2014), 7.6% (2014-2015), and 5.1% annually (2015-2016 and 2016-2017), with another 1.9% increase scheduled for 2018-2019.

Finds that affordable access to higher education at the University of Hawaii is a matter of statewide concern despite the university's need for funds and its deferred repair and maintenance backlog.

Takes effect on July 1, 2050.
