Appropriates funds for the Hawaii Health Authority to hire an executive director and other necessary staff and expenses for fiscal years 2017-2018 and 2018-2019.

Requires the authority to submit an updated comprehensive health plan to the legislature no later than twenty days prior to the 2018 regular session.

Changes the executive director from being selected by and from the membership of the authority to being hired as a separate position exempt from civil service requirements.

Allows the authority's executive director and staff to be hired outside of chapter 76 civil service requirements while maintaining eligibility for state employee benefits.

Grants the authority authority to incur necessary expenses to perform its duties and responsibilities.
