Requires a permit from the Department of Land and Natural Resources before holding a regatta, marine parade, or surfing contest, unless prior Coast Guard authorization has been obtained.

Permit applications must be submitted to DLNR no less than 45 days before the event starts, with applications accepted up to one year in advance.

DLNR must notify applicants within a specified timeframe whether applications are complete or incomplete, and shall use best efforts to approve or deny permits within 30 days of receiving a completed application.

DLNR must collect a $250 nonrefundable deposit if an event is canceled within 60 days of its start date.

DLNR may assess and collect processing fees for permit applications and adopt rules necessary to implement these requirements.
