HB 1310 Summary

• Designates public lands on the Waiakea peninsula on the island of Hawaii as the Waiakea Peninsula Redevelopment District, which contains approximately 85% of overnight visitor accommodations in east Hawaii county.

• Establishes a Waiakea Peninsula Redevelopment District Planning Committee to exercise powers and duties authorized under chapter 171, part ___, Hawaii Revised Statutes.

• Creates a Waiakea Peninsula Redevelopment District Revolving Fund to be funded by 50% of revenues from public lands in the district, legislative appropriations, and gifts or grants.

• Specifies that upon repeal of the Act, all leases, contracts, and agreements executed by the planning committee remain in effect and transfer to the Department of Land and Natural Resources, with remaining fund moneys transferred to the special land and development fund.

• Takes effect July 1, 2117 (contingent upon passage of another bill during the 2017 regular session) and is repealed June 30, 2027.
