H.B. 1322 - Summary

• State Procurement Office shall conduct a comprehensive analysis of the Hawaii Public Procurement Code regarding construction contract awards, in conjunction with the Department of Education, University of Hawaii, Department of Transportation, and Department of Accounting and General Services.

• Review shall examine issues raised in the 2015 comptroller task force report, compare Hawaii procurement laws to federal regulations (48 CFR Chapter 1, Part 36), and analyze whether closer alignment with federal construction procurement laws would benefit the State.

• Analysis shall include assessment of the time, effort, and personnel costs required to implement changes to align Hawaii's procurement code with federal standards.

• State Procurement Office shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the 2019 regular session.

• Unspecified amount of funds appropriated for fiscal years 2017-2018 and 2018-2019 to conduct the review and analysis.
