Appropriates general revenue funds for fiscal years 2017-2018 and 2018-2019 to provide grants for converting proof-of-concept applications developed during Hawaii application challenges into prototypes for government use.

Requires the High Technology Development Corporation to obtain matching donations from corporate and philanthropic sources equal to at least 50 percent of project costs on a project-by-project basis.

Mandates that all grant-funded applications be released as open source software available free of charge to the public under open source licensing.

Allows the High Technology Development Corporation to use appropriated funds to support application challenge events, manage prototype implementation, and execute adoption plans including marketing and outreach.

Requires the High Technology Development Corporation to submit reports to the legislature before the 2018 and 2019 regular sessions detailing the number and dollar amounts of grants awarded and progress of funded applications.
