Creates a new chapter in Hawaii Revised Statutes establishing the legal framework for common interest agricultural communities on agricultural land, with provisions for separate parcel ownership and common infrastructure.

Requires developers to register projects with the director of commerce and consumer affairs, submit a public offering statement, and comply with registration requirements including escrow agreements and project budgets before offering farm parcels for sale.

Establishes mandatory farm parcel owners' associations organized not later than 180 days after the first parcel conveyance when 40% or more of the project is sold, with registration requirements and specified governance powers and duties.

Restricts permitted uses of farm parcels to agricultural purposes under Hawaii Revised Statutes section 205-4.5, with a water agreement required describing irrigation system responsibilities, water allocation in gallons-per-acre-per-day, and cost-sharing arrangements.

Exempts common interest agricultural communities from subdivision law requirements under chapter 484, provided they are registered under the new common interest agricultural community chapter and located on land classified as agricultural.
