Restructures the Hawaii Invasive Species Council into the Hawaii Invasive Species Authority, administratively attached to the Department of Agriculture.

Establishes a nine-member board composed of representatives from the University of Hawaii, Department of Business/Economic Development/Tourism, Department of Health, Department of Transportation, Board of Agriculture, Board of Land and Natural Resources, and three gubernatorial appointees representing conservation, agriculture/horticulture, and native Hawaiian cultural practices.

Authorizes the authority to hire staff including an executive director, adopt rules designating invasive species for control or eradication, coordinate interagency biosecurity efforts, and maintain a central data repository for invasive species programs.

Grants state departments authority to enter private and public property to control or eradicate designated invasive species, with notice requirements and court order procedures for disputed private property access.

Appropriates unspecified sums for fiscal years 2017-2018 and 2018-2019 for authority staff and interagency invasive species projects, effective July 1, 2050.
