Requires police commissions in each county to establish training programs covering cultural competency, implicit bias, and racial and ethnic sensitivity for all police officers, with specific hours and frequency to be determined.

Requires the Department of Public Safety to establish similar training programs on cultural competency, implicit bias, and racial and ethnic sensitivity for public safety officers, with specific hours and frequency to be determined.

Mandates that all full-time police officers complete at least 8 hours of crisis intervention training on law enforcement interaction with persons with mental disabilities, including instruction on identifying mental illness, de-escalation techniques, alternatives to lethal force, and available community resources.

Requires police commissions to establish policies governing officer interactions with persons with mental disabilities and homeless individuals, and requires officers to obtain written proof of training completion.

Establishes December 31, 2018 as the compliance deadline for officers employed before January 1, 2018, and 12 months from hire date for all other officers; effective January 1, 2018.
