Adds "edible manufactured marijuana product" as a new definition covering baked goods and dairy products made with marijuana.

Expands allowable manufactured marijuana products to include baked goods (bars, brownies, cakes, cookies) and dairy products like ice cream, with department approval of safety plans.

Limits partnerships for edible product manufacturing to no more than eight companies that must have at least 20 years of experience manufacturing baked goods or confectionary products.

Requires manufacturing in commercial kitchens (not homes), hand washing before handling, and glove use when manufacturing or packaging edible products; prohibits participation by persons with acute gastrointestinal illness or communicable food-borne diseases.

Mandates packaging labeling include warnings that the product is medication (not food), contains marijuana, should be kept from children, manufacture date, equivalent marijuana weight, and allergen information; requires individual wrapping at point of manufacture.
