Amends Hawaii Revised Statutes Section 302A-406 to require the Department of Education to provide transportation to and from school for students identified as homeless under the McKinney-Vento Act (42 U.S.C. sections 11431-11435).

Allows homeless service providers to request transportation services on behalf of homeless students at any time.

Maintains the Department's existing authority to adopt policies, procedures, and programs for school transportation and requires adoption of rules under chapter 91 to govern supervision and administration of student transportation.

Takes effect upon approval.
