Amends the definition of "provider agency" for homeless services to include organizations that receive state funds without a formal contract, not just contracted providers.

Requires all provider agencies to submit annual financial and performance audits conducted by certified public accounting firms, covering funds received from state homeless programs and other grants.

Mandates that provider agencies address recommendations made in audits as a condition for receiving continued contracts or additional state funds.

Allows the department to bar provider agencies from future contracts or funds if they fail to address audit deficiencies and recommendations.

Takes effect July 1, 2017, with amendments to section 346-371 taking effect after that section is amended pursuant to Act 234 from the 2016 legislative session.
