Establishes the "Born Alive Infant Protection Act" requiring healthcare providers to provide medically appropriate and reasonable life-saving and life-sustaining medical care to infants born alive as a result of an abortion.

Defines "born alive" as an infant showing any evidence of life including breathing, heartbeat, umbilical cord pulsation, or definite movement of voluntary muscles after expulsion or extraction from the mother.

Requires physicians performing abortions to take all medically appropriate steps to preserve life and health, provide immediate medical care, and transfer the infant to emergency care in hospitals or call 911 for non-hospital facilities.

Establishes criminal penalties including murder in the second degree, manslaughter, or fines up to $10,000 and imprisonment up to five years for violations; also authorizes civil liability and professional license suspension or revocation for physicians and nurses.

Clarifies that parents or guardians may refuse non-medically necessary treatment and that the law does not affect existing abortion rights for nonviable fetuses or abortions necessary to protect the mother's life or health.
