Establishes a homeless care residence program under Chapter 346 of Hawaii Revised Statutes allowing private homes to provide temporary housing and care for homeless family or household members.

Requires providers to register with the Department of Human Services and comply with minimum health, safety, fire, sanitation, and abuse prevention standards established by department rules by January 1, 2017.

Limits homeless individuals to a maximum of 12 months of participation in the program (consecutive or non-consecutive) and caps the total number of actively participating residences receiving funds at 100 per month.

Provides a non-refundable income tax credit equal to 2% of gross reported income (up to $100,000) for each month a taxpayer serves as a registered homeless care residence provider.

Authorizes the Department of Human Services to conduct inspections at least every six months, suspend or revoke registration for violations, and establishes penalties of up to $1,000 for first violations and up to $3,000 for subsequent violations.
