Directs the Department of Human Services to establish residential campgrounds for homeless individuals on undeveloped government lands in industrial zones.

Requires campgrounds to provide designated campsites, secure storage, parking, public transportation access, cooking facilities, bathrooms, trash disposal, mailing addresses, supportive services, and volunteer earning opportunities.

Mandates rules allowing admission without qualification if space is available (unless person poses danger to others) and prohibits eviction as punishment for rule violations unless person presents danger to others.

Appropriates $1,000,000 for fiscal year 2017-2018 and $1,000,000 for fiscal year 2018-2019 to establish campgrounds and hire necessary staff.

Requires annual reports to the legislature beginning in 2018 detailing number of campgrounds, residents served, operational costs, support services provided, and resident duration and service utilization data.
