• Requires elevator mechanic license applicants to be at least 18 years old, pass licensing exam with minimum 70% score, and prohibits applicants from reviewing answers to failed exams.

• Establishes license renewal requirement of 10 hours of continuing education per two-year cycle through approved elevator-related courses or American National Standards Institute accredited inspector training.

• Mandates that all construction, reconstruction, wrecking, dismantling, demolition (when elevator is replaced in same hoistway), alteration, maintenance, and repair of conveyances must be performed by a licensed elevator mechanic.

• Changes minimum training qualification from four years supervision by licensed mechanic to 4.5 years full-time equivalent training with at least 9,000 hours under licensed mechanic supervision, plus completion of nationally recognized program like National Elevator Industry Educational Program.

• Increases Elevator Mechanics Licensing Board meeting frequency from twice yearly to four times yearly and removes apprentice elevator mechanic registration authority from board duties.
