Amends the definitions of "foster parent," "foster family," and "resource family" in Hawaii Revised Statutes Chapter 587A to clarify that any proper adult person or family, regardless of marital status, may be approved for licensing to provide foster care services.

Permits single individuals and unmarried couples to be licensed as foster parents or resource families by the Department of Human Services or another authorized agency.

Makes "foster parent," "foster family," and "resource family" interchangeable terms in statute.

Takes effect upon approval.
