Establishes a temporary Kalihi 21st Century Commission within the Office of Planning to develop a comprehensive community development plan for the Kalihi area on Oahu, with the commission ceasing operations on June 30, 2020.

Commission membership includes the governor or designee, two Office of Planning representatives, state senators and representatives from districts 13-15 and 27-30, University of Hawaii Honolulu Community College representative, and Honolulu Authority for Rapid Transit representative.

Commission shall request representatives from 10 community and social service organizations plus the Hawaii Chamber of Commerce, and three business representatives each selected by the president of the senate and speaker of the house from lists of at least nine Kalihi-area businesses.

Comprehensive development plan must focus on economic development, affordable housing, education, healthcare, poverty reduction, crime reduction, job creation, and review potential areas for housing, commercial development, recreation, and relocation of the correctional facility currently in Kalihi.

Commission shall report findings and recommendations to the legislature no later than 20 days before regular sessions in 2018, 2019, and 2020, and must meet quarterly with public meetings as deemed necessary.
