HB1401 Summary

• Establishes a pilot program requiring the 2020 primary and general elections in counties with populations under 100,000 to be conducted entirely by mail.

• Requires counties to mail ballot packages to registered voters approximately 18 days before elections and establish voter service centers operating from the tenth business day before election through election day.

• Creates "places of deposit" for voters to return mail-in ballots in person, open five business days before election through 6:00 p.m. the day before election, with voter service centers remaining open through 6:00 p.m. on election day.

• Allows electronic transmission of ballots to voters who don't receive ballots within five days of election or need replacements, and permits same-day voter registration and name changes at voter service centers.

• Appropriates $75,450 for fiscal year 2018-2019 to implement the pilot program and requires office of elections to submit preliminary reports by 2019-2020 and final report by January 15, 2021; sunsets June 30, 2021.
