Adds a new section to Chapter 323B, Hawaii Revised Statutes establishing that uses and disclosures of de-identified protected health information must comply with 45 Code of Federal Regulations section 164.502(d).

Declares that the State has a compelling interest in public and private use of de-identified protected health information for medical research, economic research, patient protection, public safety, and proper operation of medical and health care facilities.

Adds definition of "de-identified protected health information" to Chapter 323B-2 by reference to 45 Code of Federal Regulations section 164.514(a).

Effective July 1, 2017.
