Establishes a new chapter requiring youth sports coaches to obtain annual certification from the Department of Commerce and Consumer Affairs and their governing sport league association before coaching any athletes.

Department must adopt rules establishing coach certification requirements including training, CPR and first aid certification, concussion education, and background checks.

Coaches applying for certification must submit an application to the department on a prescribed form; permits are valid for one year and one permit per year covers coaches managing multiple teams.

Civil penalties of up to $1,000 apply for violations, with each day of continued violation constituting a separate offense.

Act takes effect upon approval and does not affect rights, duties, or penalties that matured before the effective date.
