Requires the Hawaii Emergency Management Agency to develop a post-disaster fresh drinking water security plan that includes infrastructure, pumps, and equipment to ensure adequate fresh drinking water if the public water supply is destroyed, impaired, or contaminated.

Mandates the Hawaii Emergency Management Agency to report to the legislature no later than twenty days prior to the convening of the regular session of 2018 on the progress of developing the plan.

Appropriates funds out of general revenues for fiscal years 2017-2018 and 2018-2019 to the Department of Defense for the Hawaii Emergency Management Agency to develop the post-disaster fresh drinking water security plan (specific dollar amount not filled in).

Effective date of July 1, 2050.
