Establishes a student exchange program compact between the University of Hawaii School of Travel Industry Management and either the University of Northern Philippines College of Hospitality and Tourism Management or Ilocos Sur Community College tourism management program, or both.

The compact focuses on hospitality, tourism, and transportation management exchanges and requires the participating institutions to develop a plan fostering communication, cooperation, and educational opportunities.

Creates a revolving fund for the student exchange program compact to receive donations, gifts, contributions, legislative appropriations, and program-generated revenues.

Authorizes the University of Hawaii School of Travel Industry Management to expend revolving fund moneys for student aid, training projects, teaching, supplies, and activities related to the hospitality, tourism, and transportation management exchanges.

Requires the dean of the University of Hawaii School of Travel Industry Management to submit an annual report to the legislature accounting for all revolving fund income and expenditures; excess funds lapse to the state general fund at fiscal year end.
