Requires national collegiate athletics organizations to provide written notification to the University of Hawaii president before investigating the university, its athletics programs, or student-athletes, including the alleged violation, conduct involved, time period, persons involved, investigation start date, and estimated duration.

Grants the university three months from receiving notice to respond before an investigation may commence, and requires all investigations to conclude within one year of the notice date.

Requires investigations to conclude with a written report explaining findings, decisions, and any penalties imposed, which may be appealed to circuit court under chapter 91.

Imposes a $10,000 fine on national collegiate athletics organizations that fail to comply with the investigation requirements.

Prohibits private colleges and universities in Hawaii from entering into agreements with national collegiate athletics organizations that require investigations to be conducted differently than the requirements established for University of Hawaii investigations.
