Clarifies that the Hawaii Hurricane Relief Fund (HHRF) must develop and implement a comprehensive loss reduction plan for hurricane peril, including building code hurricane standards for new and existing residential and commercial structures.

Requires the HHRF to sponsor development and implementation of state building code hurricane standards only, and to provide funding to support adoption of administrative rules implementing hurricane-related building code and design standards under Hawaii Revised Statutes Chapter 107, Part II.

Authorizes the HHRF to fund loss mitigation measures for both new and existing structures where applicable by law, clarifying that such funding is limited to hurricane-related building codes rather than all building code rulemaking.

Addresses the unfunded state building code council established in 2007, which lacks staff and operating expenses needed to update building codes to meet federal Federal Emergency Management Agency requirements for post-disaster aid eligibility.

Takes effect on July 1, 2050.
