Establishes a homelessness fund to be administered by the Department of Human Services, funded by net proceeds from homeless facilities and a designated percentage of conveyance tax revenues.

Increases conveyance tax rates by 5 cents per $100 across all property value categories, ranging from 15 cents per $100 (properties under $600,000) to $1.05 per $100 (properties $10,000,000 or greater).

Directs a specified percentage of collected conveyance tax revenues to the homelessness fund and to experimental or demonstration housing projects under Hawaii Housing Finance and Development Corporation and Hawaii Public Housing Authority.

Creates community shelter commissions in each county composed of representatives from the State, federal government, counties, clergy, real estate, social services, and business sectors with exclusive authority to select public property for homeless facilities and programs.

Effective date is July 1, 2017.
