Authorizes continuums of care in Hawaii to offer stipends to volunteers who assist with annual point-in-time counts of homeless individuals.

Point-in-time counts are required by the U.S. Department of Housing and Urban Development as a condition for receiving federal homeless assistance funding.

Defines "continuum of care" as regional or local planning bodies that coordinate housing, services, and funding for homeless families and individuals.

Defines "point-in-time counts" as the annual census of sheltered and unsheltered homeless individuals and families required for continued federal funding eligibility.

Effective date: July 1, 2075.
