Directs the Department of Human Services to establish residential campgrounds for homeless individuals on undeveloped government lands located in industrial zones.

Requires campgrounds to provide designated campsites, secure storage, parking, public transportation access, cooking facilities, bathrooms/showers, waste disposal, mailing addresses, supportive services spaces, and an earnership volunteer program.

Authorizes DHS to enter agreements with state agencies, county agencies, and the U.S. Department of Housing and Urban Development to access lands for campground use.

Establishes rules requiring open admission regardless of qualifications (unless person poses danger), prohibiting eviction as punishment for rule violations, and allowing residents to live in tents, temporary structures, or automobiles.

Appropriates $1,000,000 for fiscal year 2017-2018 and $1,000,000 for fiscal year 2018-2019 to establish and operate campgrounds, with annual reporting to the legislature required beginning in 2018.
