Requires the Division of Aquatic Resources to promote education about nearshore reef wildlife and implement programs to increase reef health and restore nearshore reef populations to historically natural levels.

Protects traditional and customary Native Hawaiian gathering rights and cultural practices, as well as permits the taking of fish for human consumption or sale, subject to state regulation authority.

Establishes a temporary moratorium on issuance of new aquarium fish permits until the Department of Land and Natural Resources completes a comprehensive sustainable management plan for nearshore reef wildlife.

Allows existing aquarium fish permits to continue being renewed but makes them non-transferable to new individuals.

Requires the department to submit a comprehensive sustainability plan to the legislature no later than twenty days before the 2018 regular legislative session; effective date is July 1, 2030.
