Repeals criminal penalties for simple possession of marijuana by removing marijuana possession language from promoting a detrimental drug offenses in sections 712-1247, 712-1248, and 712-1249.

Retains criminal penalties for marijuana cultivation, with penalties ranging from promoting a detrimental drug in the first degree (25+ plants) to commercial promotion of marijuana in the second degree (any plants on another's land without permission).

Retains criminal penalties for marijuana distribution, including promoting a harmful drug in the first degree for distributing 25+ dosage units and commercial promotion of marijuana in the first degree for distributing 5+ pounds.

Specifies that selling or bartering more than one ounce of marijuana constitutes promoting a detrimental drug in the first degree.

Removes marijuana concentrate references from harmful drug statutes (712-1244, 712-1245, 712-1246) while keeping them for other drug offenses.
