Establishes a Youth Advisory Commission within the Office of Youth Services to advise the governor and legislature on legislative policies, needs, assessments, priorities, programs, and budgets affecting youth in Hawaii.

Commission consists of 15 members aged 14-24: five appointed by the governor (ensuring county representation and at least one previous youth services recipient), five by the senate president, and five by the house speaker, with consideration given to diversity.

Initial commission terms are staggered: six members serve three years, six serve two years, and three serve one year; subsequent terms are two years with annual chairperson elections.

Eight members constitute a quorum, with actions requiring a simple majority vote; members may invite other individuals to participate as non-voting temporary members.

Appropriates funds for fiscal years 2017-2018 and 2018-2019 to hire one staff position to administer the commission and cover associated administrative costs; effective July 1, 2017.
