Finds that University of Hawaii at Manoa faces $5,200,000 in higher annual costs compared to peer institutions due to travel distances, visiting team subsidies, and higher scholarship costs from a larger nonresident student-athlete population.

Recognizes University of Hawaii athletics as ambassadors for the state and important marketing tools for attracting visitors and showcasing the university nationally and internationally.

Acknowledges University of Hawaii at Hilo athletics as a significant economic driver for the island of Hawaii, generating tourism and business activity through visiting teams and their families.

Takes effect on July 1, 2017.
