Establishes the east Kapolei community development district under the Hawaii Community Development Authority, effective July 1, 2024, with boundaries defined by the Kualaka'i station transit-oriented development plan approved by the Honolulu City Council.

Repeals the Kakaako community development district and transfers its Hawaii Community Development Authority board representation to the east Kapolei district with three representatives (two residents and one small business owner or nonprofit officer).

Creates the east Kapolei community development revolving fund to support district development, funded by authority revenues, government/private grants, and legislative appropriations.

Requires the Hawaii Community Development Authority to establish a transition plan by January 1, 2020, to return Kakaako district planning, zoning, and infrastructure responsibilities to the City and County of Honolulu by July 1, 2024.

Transfers jurisdiction of Honolulu Harbor Piers 1 and 2 from the Kakaako district to the Department of Transportation, and the foreign-trade zone to the Department of Business, Economic Development, and Tourism.
