Prohibits discrimination based on sex, gender identity, gender expression, or sexual orientation in any state educational program or activity, or in any educational program receiving state financial assistance.

Applies to University of Hawaii, Department of Education, public charter schools, and any educational program receiving state funds regardless of federal funding status.

Allows students and organizations to file complaints and pursue civil actions in court for violations of this chapter.

Requires the Legislative Reference Bureau to study Title IX enforcement practices at the federal level and in other jurisdictions and submit recommendations by twenty days before the 2019 regular legislative session.

Takes effect January 1, 2020, except the study requirement takes effect July 1, 2018.
