Establishes a Homeless Incentive Program requiring the Department of Human Services and Governor's Coordinator on Homelessness to encourage chronically homeless individuals to use shelter services.

Provides $12 per 24-hour overnight stay to chronically homeless individuals who stay in shelters with available space that meets health and safety standards and comply with shelter rules.

Defines "chronically homeless individual" as a homeless person with a disability who has lived in places not meant for human habitation, safe havens, or emergency shelters for at least 12 months continuously or 4 separate occasions totaling 12 months within 3 years.

Directs the Department of Human Services to adopt rules implementing the program.

Appropriates unspecified general revenue funds for fiscal years 2017-2018 and 2018-2019 to implement the program (note: bill contains drafting error indicating effective date of July 1, 2075).
