Prohibits remote sellers (internet, mail order, telephone) from shipping cigarettes and tobacco products, including electronic smoking devices, to anyone in Hawaii except licensed wholesalers, dealers, or retailers with valid retail tobacco permits.

Defines "electronic smoking device" as any electronic product delivering nicotine or other substances through inhalation, including e-cigarettes, e-cigars, e-pipes, and related components.

Makes violation of the remote sale prohibition a class C felony, with each shipment constituting a separate violation.

Establishes civil penalties of up to $5,000 per violation enforceable by the Attorney General.

Effective date: July 1, 2090.
