Establishes the Diabetes Prevention and Management Task Force with the Director of Health as chairperson to develop diabetes prevention legislation and research best practices.

Task force comprises 7 members including representatives from the Governor's office, University of Hawaii Department of Public Health Sciences, American Diabetes Association, and legislative leadership.

Task force shall meet monthly from July 2017 through November 2017 and report findings to the legislature no later than 20 days before the 2018 regular session.

Report must include financial impact of diabetes on state departments, benefits of existing programs, inter-departmental coordination assessment, detailed action plan with benchmarks, and budget proposal for implementation.

Act takes effect July 1, 2017; task force members are exempt from Hawaii Revised Statutes Chapter 84 conflict of interest provisions.
