Amends Section 346D-4.5(c) of Hawaii Revised Statutes to increase the State's supplemental payment for monthly needs allowance for individuals in foster homes, care homes, domiciliary homes, and long-term care facilities (specific dollar amount to be determined).

Current allowance of $50 per month is replaced with a blank amount to be filled in during the legislative process.

Allows payments to be made on behalf of incapacitated clients with written accounting by the operator of the residence or facility.

Effective date set for July 1, 2075.
