Requires guards to complete eight hours of classroom instruction before their first day of unsupervised service, rather than at any point during employment.

Mandates that guards complete all initial training and pass a written test within 60 days after being hired.

Requires guard agencies, private businesses, and government agencies to submit a monthly list of newly hired guards to the Board of Private Detectives and Guards, effective July 1, 2017.

Changes the first guard registration renewal timeline to occur no sooner than two years after initial registration completion, rather than by June 30, 2016.

Maintains the requirement for four hours of continuing education biennially, including professional image and aloha training components.
