Transfers responsibility for determining minimum terms of imprisonment from the Hawaii paroling authority to sentencing judges at the time of sentencing for offenders sentenced to indeterminate or extended terms of imprisonment.

Requires consolidated sentencing hearings where judges determine both the sentence and minimum term, allowing victims and their families to present input in court rather than at separate hearings before the paroling authority.

Directs judges to consider pre-sentence correctional diagnosis reports and other appropriate sources when fixing minimum terms of imprisonment.

Limits the paroling authority's ability to reduce minimum terms set by courts, though the authority may still reduce its own minimum term orders with 60 days' notice to the prosecutor.

Takes effect January 1, 2018, and requires judiciary training for judges by December 1, 2017; applies to offenses committed on or after January 1, 2018.
