Amends Hawaii's Uniform Information Practices Act (Chapter 92F) to allow state agencies to seek declaratory judgment in circuit court against "vexatious records requesters."

Requires agencies to prove by preponderance of evidence that a requester has established a clear pattern of making records requests that are manifestly excessive, in bad faith, or that interfere with the agency's responsibilities.

Upon finding a person is a vexatious records requester, the court may grant further relief as necessary or proper against that requester after reasonable notice and hearing.

Effective date July 1, 2050, with automatic repeal on June 30, 2020, returning the statute to its prior form.
