Allows individuals to grow up to 10 marijuana plants on private property for personal use, with counties authorized to regulate cultivation by ordinance.

Prohibits cultivation of marijuana on state or county property with a $20,000 fine, and makes unauthorized cultivation on private property without owner permission a misdemeanor.

Repeals existing criminal offenses related to commercial marijuana promotion and removes marijuana from drug scheduling in dangerous, harmful, and detrimental drug statutes.
