Requires each chamber of the legislature to establish procedures enabling persons to present testimony at legislative committee hearings through prerecorded videos.

Adds a new part to Chapter 21, Hawaii Revised Statutes, designated "Committee Hearings, Generally" to govern prerecorded video testimony procedures.

Redesignates existing sections 21-1 through 21-19 as Part I, titled "Investigating Committees, General Powers, and Duties of Sergeant-at-Arms."

Appropriates funds to the Senate and House of Representatives for fiscal years 2017-2018 and 2018-2019 to implement prerecorded video testimony capabilities (specific dollar amounts blank in bill text).

Takes effect July 1, 2088.
