Appropriates funds to the Department of Business, Economic Development, and Tourism (DBEDT) for fiscal years 2017-2018 and 2018-2019 to provide guidance and support regarding FDA industry guidance on color additives in sea salt products.

Addresses FDA requirements for Hawaii sea salt manufacturers seeking to use color additives such as charcoal, ʻalaea (Hawaiian red volcanic clay), and other natural ingredients not currently approved for food use.

Supports the viability of Hawaii's sea salt manufacturing industry by helping producers navigate the FDA's color additive petition process.

Effective date of July 1, 2038 (note: appropriation amount in bill text is blank).
