Requires all accident and health insurance policies issued in Hawaii to recognize registered pharmacists as participating providers and cover services they provide within their scope of practice.

Mandates mutual benefit societies and fraternal benefit societies to include coverage for registered pharmacist services to the same extent as identical services provided by other healthcare providers.

Extends pharmacist service coverage requirements to health maintenance organizations (HMOs) by adding the new provision to required HMO benefit sections.

Defines "participating registered pharmacists" as those who have contracted with insurers, mutual benefit societies, or fraternal benefit societies to provide healthcare services.

Requires the insurance commissioner to submit a report on the effects of this Act to the legislature by twenty days before the 2019 regular legislative session.
