Authorizes the Public Utilities Commission to establish preferential (reduced) electricity rates for ratepayers in communities that geographically host major energy projects.

Requires energy project developers to collaborate with host communities to develop community benefits programs and fund the majority or all of the program contributions and support.

Prohibits preferential electricity rates from relieving developers of obligations to provide meaningful community benefits when determined appropriate by the commission.

Allows the Public Utilities Commission to establish the application process for obtaining preferential electricity rates.

Takes effect July 1, 2112.
