Establishes the Hawaii Economic Security Working Group within the Department of Business, Economic Development, and Tourism to address economic sustainability amid automation, globalization, and disruptive innovation.

Working group composed of DBEDT director and Labor director (co-chairs), legislative committee chairs, director of human services, University of Hawaii economic research executive director, business community members, and labor representatives.

Requires working group to assess Hawaii's job market vulnerability to automation, evaluate current and projected social safety net spending, analyze economic security options including partial and full basic income programs, and monitor relevant studies and trials.

Working group must submit recommendations, findings, and proposed legislation to the legislature no later than twenty days before each regular legislative session.

Act takes effect July 1, 2050.
