Authorizes the High Technology Development Corporation to issue revenue bonds and appropriates funds for fiscal year 2017-2018 to develop and construct an electrolysis hydrogen production, storage, and dispensing facility managed by the Hawaii Center for Advanced Transportation Technologies.

Establishes a building energy efficiency demonstration project within the Department of Transportation to construct a new state building or renovate an existing facility to achieve net zero emissions, following U.S. Department of Energy standards for Zero Energy Ready Homes.

Requires the Department of Transportation and Department of Business, Economic Development, and Tourism to analyze costs, benefits, and payback periods of energy efficient designs and submit a report to the legislature by twenty days prior to the 2020 regular session.

Amends Hawaii Revised Statutes Section 107-27 to require that state buildings constructed or renovated on or after July 1, 2020, incorporate natural light and use dynamic glazing systems where appropriate.

Revenue bond authorization lapses June 30, 2022; building energy efficiency demonstration project repeals June 30, 2020; effective date is July 1, 2050 except Section 7 takes effect July 1, 2020.
