Establishes a clean ground transportation benchmark framework with a target to reduce per capita retail sales of ground transportation fossil fuel by 5% between 2017 and 2025.

Directs the Department of Transportation to collaborate with the State Energy Office to convene a stakeholder forum on clean ground transportation and include recommendations in annual reports to the legislature.

Sets a goal to reduce and ultimately eliminate imported fossil fuel use for ground transportation by 2045, consistent with Hawaii's energy security objectives.

Expands the definition of "electric vehicle" to include fuel cell electric vehicles powered by hydrogen fuel cells in addition to battery electric vehicles.

Requires the Department of Business, Economic Development, and Tourism to submit progress reports to the legislature by 2023 and every five years thereafter, establishing new target benchmarks for fossil fuel reduction in ground transportation.
