HB 1584 Summary

• Requires counties to submit recommendations and maps of important agricultural lands to the Land Use Commission by June 30, 2019, or the Commission will identify and map these lands itself.

• Extends the important agricultural land qualified agricultural cost tax credit period by 10 years and establishes a cumulative cap of $1,000,000 per taxpayer across all years claimed.

• Allows the tax credit to be claimed for 10 percent of qualified agricultural costs in the third year and each subsequent year (previously only through year three).

• Appropriates unspecified amounts to the Department of Agriculture for a planner position and to counties for identifying and mapping important agricultural lands, with grants disbursed upon county submission of recommendations or to the Land Use Commission if counties miss the deadline.

• Effective July 1, 2050, with appropriations not lapsing at end of fiscal biennium but any unencumbered funds lapsing on June 30, 2020.
